According to the Notice of the National Natural Science Foundation of Ke Jingji [2020] No. 5) The spirit of the document, the following adjustments and arrangements are made for the application and conclusion of the National Natural Science Foundation of 2020 and related scientific research work of our university.
I. Postponement of the deadline for receiving the National Fund application and closing materials
In order to meet the needs of the epidemic prevention and control work, the school will appropriately delay the deadline for submission of application and conclusion materials.
The deadline for the application of the ISIS system for the project in 2020 has been postponed from the original March 15, 2020 to 16:00, April 15, 2020.
For funding projects whose funding period expires in 2019, the deadline for receiving e-question materials will be postponed from the original February 20, 2020 to 16:00, April 10, 2020.
Second, the 2020 state fund application and submission of submission materials are fully trial paperless
The National Natural Science Foundation of China implemented a trial of paperlessness at the application stage and received paperless materials temporarily.
(I) Paperless application
1. All project types whose applications are closed before May 31, 2020 (inclusive), including centralized reception application projects and non-centralized reception application projects, are all included in the scope of paperless applications. The relying unit only needs to confirm the electronic application and attached materials online, and does not need to submit a paper application. After the project is approved, the paper signature and seal pages of the application form will be bound at the end of the Funded Project Plan and submitted together. The signature and seal information shall be strictly consistent with the electronic application.
2. All the attachments required in the application materials are uploaded electronically. If it is really impossible to provide temporarily due to the epidemic prevention and control, the applicant is requested to indicate in “other issues that need to be explained” in the body of the application and upload a scanned copy of the explanatory materials issued by the relying unit. The Natural Science Foundation of China will notify the relying unit to provide the follow-up information according to the situation.
3. For the types of projects that will be closed after June 1, 2020 (inclusive), the specific requirements shall still be in accordance with the corresponding project guidelines issued separately.
(Two) temporary paperless submission
For funded projects whose funding period expires in 2019, the person in charge of the project shall submit electronic problem-solving materials in the information system, and the relying unit shall confirm each item before the deadline for submission of the problem-solving materials. Paper-based problem solving materials may not be provided temporarily. The paper submission materials will be submitted at a later date.
If researchers in the front line of the prevention and control of the epidemic are unable to submit the final materials before April 10th, please submit the application through the Science and Technology Department.
III. Appropriate applications for scientific researchers who have delayed their application to fight the epidemic
Considering that the scientific research personnel in the front line of the prevention and control of the epidemic may have no time to submit applications before April 15th, the Natural Science Foundation of China will open the application to the above-mentioned personnel again according to the development of the epidemic, so as to ensure that the above-mentioned scientific researchers have no worries and win the epidemic. Prevent and control slamming wars.
In order to better arrange for the re-opening of the application work, all units are requested to submit the application to the Science and Technology Department for filing before April 10, 2020. The school uniformly reported to the Natural Science Foundation of China. For scientific researchers who have been listed in the filing form, the Natural Science Foundation of China will open applications in due course according to the development of the epidemic situation, and the specific time and requirements will be notified separately.
4. Some subject codes of the National Fund of China will be adjusted in 2020. Applicants should pay attention to the declaration guidelines published on the website of the Fund Committee.
V. School Scientific Research Arrangement
1. Epidemic situation is order, prevention and control is responsibility! It is hoped that all scientific researchers attach great importance to the epidemic situation, respond to the call of the party and the government, and actively cooperate with the school to do a good job in various prevention and control work. All graduate students are not allowed to return to school in advance. The specific opening time is waiting for the school's notification. The project leader must be a good team member. And for the project's long-term employment of personnel to prevent and control the epidemic situation, adhere to the daily report system and timely feedback relevant information to the Science and Technology Division.
2. Researchers should make full use of the winter vacation time to do a good job in the application of various scientific research projects and scientific research results, so that the scientific research work in the epidemic prevention and control period is uninterrupted. Researchers must do their own protection, pay attention to the combination of work and rest, and do the project at home. The writing of the application form will effectively improve the quality of project application, do a good job in organizing scientific research results, and prepare application materials for high-level academic achievements and various provincial and ministerial level award application forms, to minimize the impact of the epidemic on scientific research.
3. All units are requested to inform the scientific research staff in a timely manner, and relevant opinions and suggestions are also promptly reported back to the Science and Technology Department. The Science and Technology Department will actively cooperate with the scientific research personnel to do various tasks.
